Abstract

This chapter discusses primary- and secondary- education policy in Kentucky and the po liti cal and environmental forces that have led to signifi cant policy changes over the years. The primary emphasis of our policy coverage is, fi rst, an analysis of the po liti cal decision making that led to sweeping policy changes called for in the 1989 Kentucky Supreme Court decision in Rose v. Council for Better Education and implemented through the subsequent education- reform legislation, the Kentucky Education Reform Act of 1990 (KERA).
