Abstract
Habitual offender laws present a unique issue to the criminal justice system. While they are intended to target the worst criminals and provide enhanced sentences, their application has raised several concerns. This thesis project will examine and analyze several habitual offender laws and present the research in a mock trial case problem designed for high school students. The case will be proposed to be used in the KY High School Mock Trial competition.
